Does Finneran Still Haunt the State House?

This quote comes from Bay Windows live update of happenings at the ConCon(via QueerToday):


Barrios said: "I think we'll move into the calendar of the constitutional convention and debate of the first series of issues, including Speaker Finneran's proposed rainy day fund and the health care amendment -- which I'm delighted to support. I don't think we're going to get all the way through the calendar today. I think it's very unlikely that we're going to get to debate on marriage. There's just too much in front of us to allow a debate."

What the fuck? I know nothing about this "rainy day fund" or where it comes from, but I wonder how in the hell Tom Finneran could sponsor anything seeing as how he resigned nearly two years ago!! Or has the lack of Fluff gotten to Barrios' head?

What's going on? Anyone care to enlighten me?

Update: My source in the State House just explained that, yes, Tom Finneran apparently does still haunt the place. This "rainy day fun" was a plan he introduce while still a legislator which would make people contribute to the State surplus fund duing good economic times. Like any constitutional ammendment it needs to be approved by legislators three times before going to a vote, and Finneran introduced it to last session before he resigned. So that's that.
